Oakland

Oakland has one of the most ADU-friendly permit processes in the Bay Area and offers fee waivers for units under 750 sq ft.

Berkeley

Residential additions in the Berkeley Hills and flats, tenant improvements along Shattuck and College, and sacred architecture work with Berkeley's diverse faith communities. Berkeley's design-review process for visible additions can add months — we manage presentations and revisions.

Moraga & Lamorinda

Why East Bay for ADUs

The East Bay is California's most ADU-friendly region.

California's state-level ADU laws apply everywhere, but the East Bay has layered local policies that make ADU projects dramatically faster and cheaper here than in denser parts of the Bay Area.

Oakland's fee-waived ADU program

Oakland waives impact fees on all ADUs under 750 sq ft and has published pre-approved ADU plan sets for detached units — both of which can save homeowners $20K–$40K versus jurisdictions that haven't adopted these measures.

Contra Costa County's efficient review cycles

Unincorporated Contra Costa County building division consistently clears complete ADU applications in 3–4 weeks. That's among the fastest in the Bay Area and makes the East Bay a genuinely attractive option for owners who want to move quickly.

SB 9 lot splits in single-family zones

SB 9 (2022) lets homeowners split a single-family lot and build up to 4 units on what was previously a 1-unit parcel. The East Bay has more eligible single-family lots than San Francisco, making SB 9 a more practical tool here than in denser markets.

Wildfire Urban Interface (WUI) compliance

Oakland hills, Berkeley hills, and Contra Costa hillside lots often fall within WUI zones, which trigger enhanced fire-resistive construction (Class A roofs, ember-resistant vents, tempered glass). We design to these requirements from the outset rather than retrofitting the project after plan check.

Permitting

East Bay permit landscape.

Every East Bay jurisdiction runs its own review process. Here is what to expect across the cities and counties we work in most.

Oakland

Oakland permits residential and commercial work through its Planning and Building Department. Over-the-counter permits are available for minor interior work, with standard plan check running 4 to 8 weeks. Oakland has been proactive on ADU policy and offers fee waivers for ADUs under 750 square feet. Projects in the Oakland hills may trigger Wildfire Urban Interface requirements including enhanced fire-resistive construction.

Contra Costa County

Moraga, Walnut Creek, Concord, and surrounding cities each maintain their own building departments. Walnut Creek and Concord typically process standard residential permits in 4 to 6 weeks. Contra Costa County unincorporated areas have their own building division with generally faster turnaround. Hillside lots across the East Bay often require geotechnical reports and grading permits.

Berkeley

Berkeley's design-review process for visible additions can add months to the timeline. Use permits are required for most commercial changes, with additional review for historic districts. We help clients navigate these requirements and set realistic expectations from the start.
